They want to make sure that they have someone that is trustworthy, able to keep the records and also able to keep the peace between the other tribes and the officials that are working with the casino to get them back up and running. Without their casino, they are going to find that the money that was once coming in for taxes and for the state is not something that is going to free flow anymore when the time comes.
